Who is ALICE

ALICE stands for Asset Limited, Income Constrained, Employed.

ALICE earns above the Federal Poverty Level (FPL), but makes less than what’s needed to afford basic essentials. ALICE often earns too much to qualify for government assistance, and there is no room in ALICE’s budget for emergency expenses.

At United Way of St. Johns and Putnam Counties, we work to build stronger, healthier communities where everyone can thrive. Yet many local families are ALICE—working households who still struggle to afford basics like housing, food, and childcare—alongside those living in poverty.

The annual ALICE Report helps us understand these challenges and guides how we shape programs, direct resources, and build partnerships. By connecting our mission with ALICE data, we focus on long-term solutions that create opportunity and stability for every household.
